Highway Impact Assessment 2017
In 2016 Lancashire County Council and Burnley Borough Council commissioned Jacobs to conduct an evaluation to identify the likely impacts of the emerging Local Plan (Preferred Options) on the surrounding strategic and local road network. As part this appointment, Jacobs carried out a highway impact assessment to provide an evidence base on whether any transport infrastructure improvements will be required to accommodate the Local Plan aspirations in addition to those already planned as part of the Burnley Pendle Growth Corridor Improvement Programme and other committed transport schemes in the area.

East Lancashire Highways & Transport Masterplan (2014)
In 2014, Lancashire County Council produced and adopted the East Lancashire Highways & Transport Masterplan (as part of the Local Transort Plan) which set out a clear transport vision to provide the required infrastructure over the coming years. The Masterplan is part of a suite of Transport Masterplans covering the County of Lancashire used by TfL to prioritise transport investment and access necessary funding. The East Lancashire Highways & Transport Masterplan identified connectivity issues within and outside East Lancashire and made recommendations on how to address problems to support housing and economic growth.

The Burnley Pendle Growth Corridor Strategy
The need for the East Lancashire Connectivity Study (ELCS) was been identified in
the East Lancashire Highways and Transport Masterplan.The Burnley Pendle Growth Corridor Strategy looked at a number of existing and potential future strategic employment sites across Burnley, Pendle and Hyndburn many of which lie in close proximity to the M65 and/or require effective access to and from it.

Previous Transport Studies
JMP Consultants Limited (JMP) and Gifford were commissioned by Burnley Borough Council (BBC) to develop a transport evidence base.
The reports produced provide a non-technical summary of the findings, including baseline information gathering and recommendations for suitable transport interventions.
