Developer Contributions SPD

A Developer Contributions Supplementary Planning Document (SPD) has been prepared by Burnley Council as part of its planning policy framework. The SPD was adopted on 8 December 2020.

The Purpose of the SPD

The SPD supplements the policies of Burnley’s Local Plan. SPDs elaborate upon the policy and proposals in Local Plans but do not have their formal statutory ‘Development Plan’ status. They are, however, material considerations in the consideration of relevant development proposals.

Policy IC4 of the Local Plan sets out the policy for seeking planning contributions and the SPD is intended to provide information on how this Policy and other policies requiring affordable housing (Policy HS2) or specific infrastructure will be interpreted and applied.

The SPD covers contributions towards:

  • Infrastructure
  • Affordable Housing, and
  • Other matters

Affordable Housing Calculator

The affordable housing calculator (as set out on page 31 of the SPD) will be used to calculate the amount of contribution required towards off-site affordable housing in circumstances where on site delivery is agreed not to be necessary or desirable. Please see the SPD for further explanation.

  • The affordable housing type will be agreed with the developer at the time of the decision/agreement but the starting point will be the standard tenure mix shown
  • the open market value (omv) of the unit(s) to be used to calculate the payment will be agreed with the developer at the time of the decision/agreement
  • the rents used are drawn from national data and will be updated as and when new data becomes available
