A Local List Supplementary Planning Document (SPD) has been prepared by Burnley Council as part of its planning policy framework. The SPD was adopted on 6 April 2022.

Paper copies will also available at the Council’s Contact Burnley Offices and Burnley and Padiham Libraries during their opening hours.
The Purpose of the SPD
The SPD supplements the policies of Burnley’s Local Plan. It sets out the process and criteria that will be used to review the current Local List and select new entries for inclusion.
It also explains why the Local List has been created and the effects of local listing.
The Council invited comments on a draft of the SPD as part of a 7-week public consultation which ran from 15 December 2021 until 2 February 2022.

A revised SPD taking into account the consultation responses received was presented to the Council’s Executive Committee on 6 April 2022 for adoption.
