What is a Local List?
A ‘locally listed building’ is a building, structure or feature which, whilst not included on the statutory list prepared by the Secretary of State, is valued for its local heritage interest to such a degree that it merits special consideration in the planning process as a ‘Non-Designated Heritage Assets’.
Local Listing provides a means for a community and a local authority to jointly identify and record many of these assets so that owners, developers and any organisations or infrastructure providers whose work may affect them, are aware of their status and value; and to aid the Council in its decision making when considering planning applications.
The ‘Local List’ is a physical register that provides identifies the location of each entry.
Burnley’s Local List
Burnley’s current Local List was compiled over 20 years ago and has over 400 entries. The Council is working towards a full review of the current List. The initial stage in the process was the preparation of a Local List Supplementary Planning Document (SPD). This SPD sets out the process and criteria that will be used to review the current Local List and add new entries to it.
The Implications of Local Listing
Local listing is a ‘non-statutory’ designation. There are no additional planning controls and local listing does not affect permitted development rights; but national and local policy (the Local Plan) help safeguard non-designated heritage assets.
Where planning permission for work is required, the special heritage interest (significance) of the Local List entry, including its setting, will be a ‘material consideration’ in determining the planning application. See Do I need planning permission for further information.

Removing Entries from the Local List
Requests for an entry to be removed from the Local List must be supported by evidence to show that it no longer meets the selection criteria and therefore no longer merits inclusion. For further information see The Local List SPD.
