Green Belt Review

LUC were appointed by Burnley Borough Council to undertake a review of the Green Belt boundary around Burnley, Padiham and Hapton, and to consider whether land included within the existing Green Belt (as defined in the 2006 Local Plan) continued to serve the purposes identified in the National Planning Policy Framework (NPPF). 

The review made recommendations on the potential to remove land from, or include land within the Green Belt.

The Green Belt review informed the preparation of Burnley’s Local Plan 2012-2032 and consideration of whether the ‘exceptional circumstances’ required for changes to the boundaries had been demonstrated, complementing separate studies on housing capacity, employment land and retail capacity.
