Health and Safety

What We Do

The service is a statutory function; therefore we have a legal duty to enforce the law on Health and Safety in workplaces. The health and safety team provide the following services to businesses and employees in the Borough:

  • Advice and assistance to help businesses comply with health and safety law
  • Carry out routine inspections of high risk business premises (usually unannounced)
  • Carry out targeted non- inspection interventions at specific types of business or activities
  • Carry out investigations in response to a complaint about a business
  • Investigate accidents in the workplace
  • Inspect and register tattooists, ear-piercers and other skin piercing premises
  • Provide educational initiatives to highlight particular health and safety issues
  • Enforcement of health and safety legislation is split between Local Authorities and the Health and Safety Executive

Burnley Borough Council Officers are responsible for enforcement at:

  • offices
  • shops
  • hotels
  • catering establishments
  • warehouses

The HSE are responsible for premises where there are high risk activities, such as:

  • manufacturing
  • factories
  • building sites
  • hospitals  
  • educational establishments
  • work undertaken in domestic premises
