What We Do
The service is a statutory function; therefore we have a legal duty to enforce the law on Health and Safety in workplaces. The health and safety team provide the following services to businesses and employees in the Borough:
- Advice and assistance to help businesses comply with health and safety law
- Carry out routine inspections of high risk business premises (usually unannounced)
- Carry out targeted non- inspection interventions at specific types of business or activities
- Carry out investigations in response to a complaint about a business
- Investigate accidents in the workplace
- Inspect and register tattooists, ear-piercers and other skin piercing premises
- Provide educational initiatives to highlight particular health and safety issues
- Enforcement of health and safety legislation is split between Local Authorities and the Health and Safety Executive
Burnley Borough Council Officers are responsible for enforcement at:
- offices
- shops
- hotels
- catering establishments
- warehouses
The HSE are responsible for premises where there are high risk activities, such as:
- manufacturing
- factories
- building sites
- hospitals
- educational establishments
- work undertaken in domestic premises
