Burnley Council reports balanced budget and continued investment in borough projects

Burnley Council has successfully balanced its day to day budget for 2025/26 while continuing to invest in projects that support improvement and growth across the borough. A report to the council’s Executive shows the council finished the financial year with a positive budget position of £9,000 on its revenue budget, reflecting careful financial management while continuing to invest in local priorities.  

The revenue budget covers the everyday cost of running council services. The council’s capital budget is separate and is used for longer-term investment, such as buildings, facilities, vehicles, parks, housing and regeneration schemes. 

During 2025/26, the council spent £17.047m through its capital programme, supporting projects and improvements across a wide range of services. 

The capital programme supported investment in priorities that matter to residents, including parks, play areas and sports facilities, Towneley Hall, cleaner and safer neighbourhoods, town centre and canalside regeneration, housing adaptations, affordable warmth measures and work to bring long-term empty homes back into use. 

The council’s capital programme for 2026/27 has also been updated to include funding carried forward for approved schemes that are continuing into the new financial year. The revised capital budget for 2026/27 is £30.575m. 

Councillor Margaret Lishman, Deputy Leader and Executive Member for Resources and Performance Management, said: 

“Councils across the country are continuing to face real financial pressures, so it is important that we keep a close eye on our budgets and manage public money responsibly. 

“This report shows that Burnley Council has ended the year with a balanced position on its day-to-day budget, while continuing to invest in the borough through our capital programme. 

“That investment supports practical improvements for residents, including parks, play areas, housing, environmental services, town centre projects and council buildings. 

“We know residents expect the council to use its resources carefully and focus spending where it can make the biggest difference. That will continue to be our approach.”
