Burnley Council is inviting residents, landlords, businesses and community organisations to have their say on proposals for selective licensing in three areas of the borough.
A public consultation will run from Monday 3rd August to Sunday 18th October 2026. It follows approval from the council’s executive to consult on:
- redesignating the existing selective licensing area in Burnley Wood with Healey Wood;
- redesignating the existing selective licensing area around Leyland Road; and
- introducing a new selective licensing area around Lyndhurst Road.
Selective licensing requires privately rented homes within a designated area to be licensed. It enables the council to work more closely with landlords and managing agents to improve property conditions and management standards.
The proposed schemes aim to help protect tenants’ rights, improve living conditions, tackle antisocial behaviour and reduce problems such as fly-tipping and untidy back yards. They would also support work to bring empty homes back into use and help create more stable and sustainable communities.
Councillor Howard Baker, Burnley Council’s Executive Member for Housing and Development Control, said:
“Everyone deserves to live in a safe, well-managed and good quality home.
“Our selective licensing team does excellent work with residents, landlords and partners to raise standards in privately rented housing and support better neighbourhoods.
“Many landlords work hard and want to do the right thing. Selective licensing helps us support good landlords, while giving us the tools to deal with poor property management where it affects tenants and communities.
“We want people in the proposed areas to tell us what they think, what they experience locally and what support they feel is needed.
“No final decision has been made. This consultation is about listening, looking at the evidence and making sure residents, landlords, businesses and partners have the chance to help shape the next steps.”

The council’s selective licensing team will hold a series of public drop-in sessions. No appointment is required.

Landlord information evenings will also be held at Burnley Town Hall on Thursday 10th September and Thursday 24th September, from 5.30pm to 7.30pm. Places must be booked in advance.
