Annual Monitoring Report and Statistics

AMR

To assess progress against the plan-making milestones set out in the Local Development Scheme and the implementation of the policies and proposals in the Local Plan, the Council prepares a Monitoring Report (AMR) each year.

The AMR includes statistics gathered directly by the Council e.g. housing and employment permissions and completions, and also relevant data from other parties e.g. ONS, including statistics on population and households.

Other Housing Statistics Publications

Prior to the production of the AMR each year, the Council produces a separate Housing Statistics Release, the latest being the June 2026 release which sets out some key housing development statistics to 31 March 2026.

Separately, in October each year, the Council publishes a five-year housing land supply assessment. The latest version was published in October 2025. See Five-year housing land supply assessment.

The government’s Housing Delivery Test (HDT) results are published annually by MHCLG. The 2023 results were published on 13 December 2024 Housing Delivery Test: 2023 measurement – GOV.UK

Further Information and Statistics

The Office of National Statistics (ONS) compiles a wide range of statistics, including for each local authority area through its local statistics service, including data from the 2021 Census.

Burnley’s Population:

According to the 2021 Census, Burnley’s population in 2021 was 94,700 (rounded). ONS’s 2024 mid-year population estimates for the borough (MYE) shows a further rise in population to 99,200 (rounded).

ONS’s latest 2022-based sub-national population projections for Burnley (SNPPs) were released in June 2025 and project a significantly higher future population than indicated in the previous 2014, 2016 and 2018-based projections.

Updated sub-national household projections for Burnley (SNHPs) were released by ONS in October 2025 and these project significantly higher household growth than was indicated in the previous 2014, 2016 and 2018-based projections.
