This section contains information on all aspects of licensing relating to hiring out horses (Riding Establishments).
The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 came into force on the 1st October 2018. Guidance documents are available for each licensable activity under the regulations. The guidance was updated on the 1st February 2022.
There is a Vets visit required whan an Animal Welfare Licence application is made and the cost of this visit is covered by the applicant. In addition there is an annual vets visit to the premises and again this cost is paid for by the Animal Welfare Licence holder.
Existing licence holders and new applicants should read the Regulations in conjunction with the DEFRA guidance issued for each licensable sector. The regulations and guidance sets out which activities fall within the scope of the legislation

Proof of payment of the initial fee is required with the application
There should be 3 different application forms completed – Applicant details, Declaration and an application to Hire Out Horses.
