Worsthorne with Hurstwood Neighbourhood Plan: Referendum

Following Burnley Council resolving on 25th September 2025 that the Plan, as modified, meets the Basic Conditions and is compatible with EU obligations and human rights legislation, a Referendum was held on 4th November 2025.

As a result of the Referendum, where a straight majority of those on the Electoral Register voted in favour of it (50% of turnout +1), Burnley Council will now “make” the Plan. A decision on “making” the plan must be taken within 8 weeks of the Referendum result. A copy of the Declaration of the Result is available to download below.

In addition, the documents listed below are also available to download:

  • The Worsthorne with Hurstwood Neighbourhood Development Plan (Referendum Version);
  • The report of the Independent Examiner;
  • A summary of the representations submitted to the Independent Examiner;
  • A statement by the local planning authority (Burnley Council) stating that the draft plan is considered to meet the basic conditions and relevant legislation (the “Decision Statement”); and
  • A statement, providing general information about neighbourhood planning and the public referendum (the “Information Statement”).
