Proposed selective licensing areas

On the 8th July 2026 the Council’s executive gave approval to commence the consultation exercise for the proposal to redesignate the existing selective licensing areas in Burnley Wood with Healey Wood and the Leyland Road area and introduce a new selective licensing designation in the Lyndhurst Road areas. 

The consultation will take place from 3rd August 2026 to 18th October 2026. 

Selective licensing already operates in seven areas of the borough; it means that every house in the proposed designated area that is privately rented must have a licence to operate.

We are consulting with residents, as well as business owners, landlords, managing agents and organisations that provide services either within or near to the proposed licensing areas.

What Does the Council Hope to Achieve? 

The intended outcomes of the selective licensing designations are to: 

  • Improve the management of private rented homes through training, advice and support to landlords and agents, and where necessary the use of appropriate enforcement action 
  • Improve the condition of private rented homes through proactive external and internal property inspections, advice and support to landlords and appropriate enforcement where necessary 
  • Work with partners to tackle antisocial behaviour (ASB) 
  • Work with partners to reduce the incidents of dirty back yards and fly tipping 
  • Bring empty homes back into use by supporting the work of the Council’s Empty Homes Teams

Raise management standards to improve the reputation of the private rented sector, stabilise communities, shortening void periods and reducing tenant turnover An overall improvement in rented properties that will help to reduce tenant turnover and contribute to stable and sustainable communities. 

What is it Going to Cost Landlords?

Deduct a further £100 for a complete application submitted within 6 weeks of the scheme (applies to first application only). 

Is there an alternative to selective licensing?  

The council has considered alternatives to selective licensing but concluded that none will have the same impact as requiring all landlords in the designated area to engage with the council to ensure they meet the minimum standards. The Council will continue to utilise and integrate with selective licensing all other options to improve the private rented sector such as the Good Landlord and Agent Scheme, Housing Standards, The Empty Homes Programme and services to assist residents through the Home Improvement Agency and Housing Advice.

The selective licensing team will be holding drop-in sessions to meet with anyone who has an interest in the scheme. There is no need to book an appointment you can attend at any point during the stated times: 

Leyland Road area:  Burnley Cricket Club,10th of September (10am- 6pm),

CVS Centre, Room 14 (Interview room)  10am-6pm on the 7th of October 

Burnley Wood area: Rosehill Baptist Church on the 9th September 2026 from 10am until 6pm 

Burnley Wood Community Centre on the 16th September 2026 from 10am until 6pm 

Lyndhurst Road area: 

St Catherines Church on the 18th August 2026 and the 28th September 2026 at 10am until 6pm 

We are also holding Landlord Evenings on the:  

10th and 24th September 2026 at Burnley Town Hall, Manchester Road, Burnley. From 5.30pm until 7.30pm  to book a place
