Selective Licensing: Designated areas in Burnley 

Burnley Wood and Healey Wood and Leyland Road areas 

On 21st April 2022 the secretary of state approved the introduction of selective licensing in the above areas of Burnley.

This means that any property that is rented out within the private rented sector will require a licence. 

The scheme began on 21st July 2022 and will end on 20th July 2027. 

The approval followed an 11 week consultation with a range of stakeholders across the town including tenants and landlords, where 90% of responding tenants and 10% of responding landlords and managing agents were in favour of the proposal.  

Trinity, Daneshouse, Gannow, Queensgate, Padiham areas 

On 27th January 2025 the Council made the designations for the Trinity, Daneshouse, Gannow, Queensgate, Padiham areas.

The scheme will begin 27th April 2025 and will end on 26th April 2030: 

The approval followed a 12 week consultation with a range of stakeholders across the town including tenants and landlords, where 72% of residents and 10% of landlords were in favour of the proposal.

Under the scheme, all landlords within the designated area will be required to adhere to a number of licence conditions around property management, tenancy management and fire safety.   

The selective licensing scheme will be self-financing. No profit is generated for the council as a result of the scheme. The fees for the licence go back into running the scheme and supporting landlords as much as possible.  

Whilst the schemes are in operation, private landlords must obtain a licence for each tenanted property.
