Article 4 Direction
There is currently no Article 4 Direction in the Borough of Burnley.
The Council is considering implementing an Article 4 Direction to remove permitted development rights for the change of use from Use Class C3 (dwelling-houses) to C4 (HMOs).
The Council invited comments on the Article 4 Direction between the 14th October 2023 and 24th November 2023.
All comments received will be considered and reported to the Council’s Executive in considering whether to confirm the Direction. Additional HMO Licensing
There is currently no additional HMO licensing scheme in the Borough of Burnley.
