PLEASE NOTE:– On the 14th October 2024, an Article 4 Direction came into effect in the Borough of Burnley. Before applying for a mandatory HMO licence please ensure you have established lawful use of your premises under planning legislation. Find out more information about the Article 4 Direction.

Burnley Council’s HMO licence fees for the period 01 April 2026 to 31 March 2027 are as follows:-

| Payment upon Application* (for Licence Holders who are accredited under Burnley Council’s Good Landlord and Agent Scheme) – up to a maximum of 10 rooms then an additional charge of £21.00 per room. Payment is by debit or credit card at the end of the online HMO licence application. | £388.00 |
