Shop Fronts and Security Improvement Grant Criteria

The Burnley Shop Front & Security Improvement Grant provides financial support to landlords, tenants or prospective tenants of retail properties to encourage investment in the visual appearance of a shop frontage, and/or to make the property more attractive.

As part of its Economic Recovery and Growth Plan, the Council has developed a programme of financial support for new and existing businesses to improve  shop frontages to help them start up, grow and sustain their business.

The amount of funding is very limited. Applications for grants will open on 1st December 2021 and close on 31st January 2022.

Due to the funding being available from the Additional Restrictions Fund all schemes must have started and defrayed expenditure to the value of the grant awarded by 31st March 2022.

The guidance below outlines the financial support available to businesses to help improve the external appearance and security of their premises.

1.     Shop Frontage Improvements

Burnley Council can provide financial support to eligible businesses to improve shop fronts where the works are likely to improve the appearance, image and footfall of the premises, town centre and shopping area

Objectives of the Scheme

  • To improve the appearance of shop frontages in the Town Centres and Neighbourhood Shopping Areas throughout the Borough Burnley
  • To enhance the appearance and image of high streets and neighbbourhood shopping areas in Burnley
  • To support and encourage new business start-ups
  • To support and encourage the sustainability and growth of existing businesses
  • To preserve and enhance heritage buildings and buildings in a Conservation area

a)     Eligible Works

Improvements works to ground floor external shop frontages are eligible for support, including:

  • Replacement shop front
  • Repainting
  • Stone cleaning
  • Repointing
  • Replacement of windows and/or window frames
  • New & replacement signage – Including sign writing, illuminated signs, and hanging signs (subject to the necessary consent(s) and meeting the requirements of the Council’s Shopfront & Advertisement Design SPD).

b)    Eligible Businesses

A business owner will be eligible to apply for financial support where:-

  • They have an existing, active or new start-up business (sole trader, partnership, limited company)
  • They have responsibility for the maintenance and repair of the external premises OR have the owner’s consent to carrying out works to the external premises
  • They own the property or have a minimum lease of 3 years with at least 12 months left to run
  • Shopfront improvement works on the premises will have a positive impact on the surrounding area.
  • They are able to meet the remaining cost of improvement works which are not covered by any offer of Financial Support.
  • The use of the premises is not considered to have a detrimental impact on the town centre or neighbourhood shopping area  

c)     Eligible Properties

To be eligible for Financial Support properties must: -

  • Have a ground floor shop frontage
  • Be a permanent building not a temporary or mobile structure

Please note applicants may be required to undergo an assessment with a Business Advisor to assess the business before an application for Financial Support can be considered.

d)     Financial Support Available

The Council can provide Financial Assistance between 50% and 80% of costs up to a maximum of £12,000, depending on the scale and scope of the work for example,smaller projects such as re-painting, pointing, or security improvements grants of  50%, may be awarded. Where there is a comprehensive shop front scheme grants of up to 80% may be available . Proposals must comply with the requirements of the Council’s Shopfront & Advertisement Design Supplementary Planning Document (SPD). The maximum grant award is £12,000. The applicant will be expected to fund the remaining costs of the works.

In determining the amount of Financial Support to be provided, the Council will consider the following:-

  • Total cost of the works / level of investment in the property
  • Location of the premises and the likely impact of the works
  • Whether the premises are currently vacant
  • (Where applicable) number of jobs created / safeguarded by the investment

2.    Safety & Security Measures

Burnley Council can provide Financial Support to eligible businesses to strengthen the security of their business and help to deter crime.

a)      Objectives of the scheme

  • To help prevent crime
  • To provide reassurance and peace of mind to businesses by strengthening security measures

b)      Eligible Works

The Council may provide Financial support towards the costs of the provision and installation of Safety & Security Measures including:-

  • External security lighting,
  • Window grilles & shutters  (subject to planning consent and the Council’s Shopfront & Advertisement Design SPD.)
  • Roller shutters (subject to planning consent and guidelines the Council’s Shopfront & Advertisement Design SPD. SPD)
  • Toughened glass
  • External CCTV

c)       Eligible Businesses

A business owner will be eligible to apply for Financial Support for these measures where:-

·      They have an existing, active or new start-up business (sole trader, partnership, limited company)

·      They have responsibility for the maintenance, upkeep and security of the premises OR have the owner’s consent to carrying out works to improve the security of the premises

·      They own the property or have a minimum lease of 3 years with at least 12 months left to run

·      They are able to meet the remaining cost of safety and security measures which are not covered by any offer of Financial Support.

d)      Eligible Properties

To be eligible for Financial Support properties must:-

  • Have a ground floor shop frontage
  • Be a permanent building not a temporary or mobile structure

e)      Financial Support Available

The Council will provide financial assistance of up to 50% of the costs of security measures.  The applicant will be expected to fund the remaining costs of the works. 

In determining the amount of Financial Support, the Council will consider the following:-

  • Total cost of the measures
  • Location of the premises
  • Incidents of reported crime in the area
  • Other existing security measures e.g. existing CCTV provision

The Council may share details of an application with the Police in order to determine whether financial support should be provided.

ALL FINANCIAL SUPPORT APPLICATIONS

Planning Consent

Applicants must ensure they have the relevant planning and advertisement consents before applying for funding.

Funding Availability

The Financial Support available is extremely limited and will be available on a first come, first served basis until the funding is exhausted.

Funding will not be provided retrospectively for works already carried out prior to submitting an application or receiving a decision on a funding application.

Process of Application

If your proposed works fall within the eligibility criteria for the relevant Financial Support, please contact the Council’s Business Support Team for an initial discussion about eligibility and an application form.

An application form should be completed and submitted to the Council together with quote(s) for the proposed works (see below for more information).

i) Applications for Financial Support of less than £1,000

One quotefrom a competent contractor covering the proposed eligible works should be provided, together with visuals of any proposed signage or repainting works, with a completed application form

ii) Applications for Financial Support of over £1,000

Three quotesfor proposed eligible works from competent contractors should be supplied, together with visuals of any proposed signage or repainting works, with a completed application form

Where the applicant is a tenant, evidence of the property owner’s consent to the improvement or security works MUST be supplied with the application form.

Once completed and submitted, the application will be considered by the Council’s Business Support Team and where practicable a decision will be confirmed by way of an offer letter to the applicant within 3-4 weeks.

Once the offer of Financial Support has been accepted in writing, the applicant will be responsible for arranging the works and paying on completion.

The applicant will be reimbursed for the Financial Support proportion of the costs only on the Council:-

  • Receiving receipted invoice(s),
  • Receiving documentary evidence of payment
  • Carrying out a site visit to check satisfactory completion of the works
