If you’re experiencing financial difficulty or feel at risk of crisis, you can apply for support through the Crisis and Resilience Fund.
Our aim is to help you stabilise your situation, strengthen your financial resilience and access the right support at the right time.
How we may support you
We will assess your situation and, where eligible, provide support by:
Maximising your income
- Benefit entitlement checks
- Employment and training advice
- Budgeting and money management support
Connecting you to advice services
- Referrals to trusted local organisations who can help with a range of needs, including debt, housing, wellbeing and family support
Reducing hardship and crisis pressures
- Access to community groceries
- Other practical support to reduce material deprivation and the need for crisis payments
- Crisis payments
Housing Support
Housing Support can help if you receive Housing Benefit or the housing costs element of Universal Credit and need assistance with housing-related expenses.
You can apply for:
- An ongoing top-up payment if your benefit does not cover your full rent.
- A one-off moving costs payment to help with costs such as a tenancy deposit, rent in advance or removal expenses when you need to move.

Eligibility Criteria
To apply, you must:
- Be aged 16 or over
- Live in the borough of Burnley (postcodes usually beginning with BB10, BB11 or BB12). If you are unsure which council area you live in, please check via GOV.UK – to find your local council
- Have savings of less than £1,000
You do not need to be receiving benefits to apply.
After You Apply
Once we receive your application, we aim to contact you as quickly as possible. Applications are processed as promptly as we can, depending on demand.
Please note:
- We cannot process your application without the required documents.
- If documents are not received, your application will be closed 15 working days after submission.
Required Documents
You must provide:
- At least one month of recent bank statements for all open current and savings accounts held by adults in your household. Statements must be dated within the last two months and must clearly show your name, address, account number and transactions in date order.
Incomplete documentation will delay your application.
If Your Application Is Unsuccessful
The Crisis and Resilience Fund is a discretionary scheme, which means there is no formal right of appeal.
However, if you believe important information was overlooked, you may request a review by emailing: CRF@burnleytogether.org.uk
Please include your name, address, application reference number and the reasons for your request.
The outcome of the review will be final.

The information that you provide will be processed in accordance with the (GDPR) and data protection law for the purpose of:
- Assisting with assessing and managing your application
- Providing advice and support related to welfare benefits and services
- Checking eligibility for additional discounts or exemptions, such as Council Tax reductions

Some information we gather about you has been provided from the Department of Work and Pensions via Lancashire County Council for the purposes of providing advice and assistance in connection with welfare benefits and services. The Burnley Borough Council held data may be checked for the same purpose of providing advice and assistance in connection with welfare benefits and services.
All information is processed in accordance with UK GDPR and data protection law. Personal data is processed under Article 6(1)(e) — where processing is necessary for a task carried out in the public interest or under official authority.
