Strategic Housing (and Employment) Land Availability Assessment

National planning policy set out in the National Planning Policy Framework (NPPF) requires Councils to produce a study/assessment of land or buildings that could accommodate housing development in their areas over the next 15 years.

The methodology for the assessments is set out in the online national Planning Practice Guidance (NPPG) launched by the Department for Communities and Local Government on 6 March 2014, and Councils are encouraged by this guidance to include in their assessments land and buildings with potential for economic development use.

Burnley SHLAA

Burnley Borough Council has produced a combined assessment (still known as the SHLAA) and a copy of the SHLAA report and accompanying map of sites, as well as the SHLAA Site Forms by Category can be downloaded below.

It is important to note that SHLAAs are an assessment of future housing or employment development potential only and do not allocate sites or indicate that they will ultimately be allocated for development; nor do they indicate whether planning permission for housing or employment development would be granted on the sites assessed.
