Pre-application enquiry service

The Council makes a charge for written advice it provides to developers and householders prior to submitting a planning application. This is to ensure the costs of providing the service are recovered from the person using it and that it does not fall to the council taxpayer.

You will need to make a formal request by completing a Planning pre-application enquiry form. A charge will also be made for providing written advice (pre-application advice charges) as to whether planning permission is required for house extensions. Due to current workloads the case officer will aim to respond to valid applications within 4 weeks.  For free advice as to whether or not planning permission is needed for a house extension, or works within the curtilage of a dwelling, you can visit the Planning Portal where there is free and up to date guidance and an interactive tool to help you decide if you need permission.

Fees can be paid at the cash office in Contact Burnley, by card or cheque or by sending a cheque with the enquiry form. Cheques should be made payable to Burnley Borough Council.

For brief, free, verbal planning advice, there is a Duty Planner service which operates at the following times:

Monday and Friday; 10am to 1pm 
Tuesday and Thursday; 2pm to 4pm

This service is provided in person at Contact Burnley, 9 Parker Lane, Burnley, or by telephone to 01282 425011. It is intended to deal with general enquiries, for example: whether permission is required for non-householder development, works to trees covered by Tree Preservation Orders or in Conservation Areas, whether Listed Building Consent is needed for works to listed buildings; advertisements, and enforcement enquiries.
